Overview of Rural and Northern Immigration Pilot Program

RNIP Canada is an economic immigration pilot program that acts as an easy pathway for permanent residence in Canada for skilled foreign workers with the required abilities, educational qualifications, and work experience to boost the economy in rural Canada and create employment opportunities.

It is a community-driven program to improve the economy of smaller communities in rural and semi-urban areas by creating a permanent residency path for skilled overseas workers who want to work and live in one of the participating communities. This initiative is based on the community recommendation to encourage the migration of skilled workers by adding points in the main express entry pool.

The RNIP is designed for foreign workers who intend to live in the specific community for a more extended period and, if approved, are granted the eligibility to apply for permanent residency and an LMIA-exempt Canadian work permit.

Provinces that Participate in RNIP Program Canada

Launched in 2020 when the Covid-19 pandemic was about to hit the world, the RINP program for Canada welcomed 390 immigrants in 2021. It tripled in 2022, allowing 1,360 newcomers to settle in eleven eligible communities.

Immigration, Refugees and Citizenship Canada (IRCC) extended the program until February 2024. IRCC uses the 2021 version of the National Occupational Classification (NOC) for this program. The RNIP is modeled on the popular Atlantic Immigration Program (AIP). The pilot program aimed at fulfilling community requirements may become permanent, like AIP, and is currently active in five provinces in Canada.

    Alberta

The Alberta RNIP helps in the economic immigration of capable foreign workers to eligible rural areas in Alberta to promote education in the community and economic empowerment. It provides an easy pathway to permanent residency in Canada.

    British Columbia

British Columbia RNIP program encourages qualified and skilled workers to come to eligible rural regions of the province. The candidate should have an official employment offer and be capable of contributing the community to community exchanges.

    Manitoba

The Manitoba RNIP program attracts skilled workers to two eligible rural areas in the province. The applicant must have a genuine employment offer in a suitable occupation and meet all criteria set by the Federal Immigration Authority in Canada.

    Ontario

The Ontario RNIP program is an opportunity for skilled workers seeking permanent residency in the province but needs help to get eligible through Canada Express Entry or Ontario PNP. They can become eligible to live in northern communities with an employment offer.

    Saskatchewan

Saskatchewan RNIP authorizes candidates to seek Canadian permanent residence by settling in one of its eligible rural parts of the province. To know your eligibility for the program, contact our registered Canadian immigration consultants today!

    • Select a specific community across five selected provinces in Canada
    • Higher quality of life
    • Advanced education and healthcare facilities
    • Exposure to diverse cultures and government benefits

The cutoff score depends on the particular community and other factors. Recently, the minimum point requirements on the RNIP Candidate Assessment form have been 85 for individual applicants and 115 for candidates applying with a spouse or common-law partner.
The average processing time for a Canada Permanent Residence visa through RNIP is about 12 to 18 months once you receive a recommendation from one of the participating 11 Canadian communities. The application process can be affected due to following factors:
    • Response time of the Program Coordinator after getting the application for a community recommendation.
    • IRCC verifies details after the PR application and takes over the process.
Eleven eligible communities from five provinces in Canada participate in RNIP. These eligible communities from Ontario, Saskatchewan, Alberta, British Columbia, and Manitoba provinces include Marie, Brandon, Moose Jaw, Thunder Bay, Altona/Rhineland, and Sault Ste, Claresholm, Vernon, and West Kootenay (Trail, Castlegar, Rossland, Nelson).
Yes, you can. Once you become a Canada PR holder, you can work, study and live anywhere in Canada. However, if you get PR through RNIP, you are chosen to bring specific skills to their territory. You must reside in a participating community that recommends you under the RNIP Canada, and you have to honour the agreement.
Communities participating in RNIP require language proficiency, and IELTS is Canada’s most acceptable English test. The requirement for an IELTS band score depends on the specific occupation you want to apply for and secure an employment offer. RNIP can accept Canadian Language Benchmark (CLB) 4 level IELTS score, which is almost 4 to 4.5 bands for NOC level C/D.
